Bob L. Harris
Bob Harris practices primarily in educational and administrative law and provides
representation to a variety of public and private educational institutions and associations.
This educational practice representation includes appearing before the Florida Department
of Education, the United States Department of Education, and the Florida legislature.
His administrative practice includes representing clients before the Florida legislature
and various state agencies, including the Department of Business and Professional
Regulation and the Department of Revenue. His work also includes civil trial practice,
and he is a Circuit Court Certified Mediator.
In his education practice, his work includes student financial aid matters, licensing
of private colleges and universities, accreditation review and appeals, employment
matters, contracts, and litigation. He also serves as the General Counsel for the
Council of Higher Education Institutions of Florida ("CHIEF"), an association of
private degree-granting colleges and universities operating in Florida. He also
has served as a member of the Governor''s Task Force on Educational Access- Office
of Civil Rights- Washington DC, 1995-1998; as a member of the Keiser College Advisory
Board, 1996 to 2000; as a member of the Board of Directors for Florida Metropolitan
University, 1998 to present; and as a member of the Institute for School Innovation,
1998 to present.
Mr. Harris received his Juris Doctor from Florida State University College of Law
in 1984, where he was a member of the Moot Court team. While in Law School, he worked
for the Florida House of Representatives, Republican Office in 1981-1982. He was
graduated from Arkansas State University with a B.A with Honors in 1978. He is admitted
to practice before all Florida courts as well as the United States District Courts
for the Middle and Northern Districts of Florida and the United States Court of
Appeals for the Eleventh Circuit.
