E. Gary Early practices in the area of environmental and administrative law and
provides legal representation to clients before governmental bodies including, but
not limited to the United States Environmental Protection Agency, the Florida Department
of Environmental Protection, the State Water Management Districts, the Florida Department
of Insurance, the Florida Department of Business and Professional Regulation, the
Agency for Health Care Administration, the Florida Housing Finance Corporation,
the Office of the Attorney General of the State of Florida, and the Florida Public
Service Commission.
The scope of representation includes all aspects of the licensing, permitting, rulemaking
and ratemaking processes, defense of compliance, enforcement and disciplinary proceedings,
protests of governmental contracting decisions, litigation in circuit court and
the Division of Administrative Hearings, and appellate representation. His practice
is generally focused on environmental matters, including those related to hazardous
waste, hazardous substances, petroleum and dry cleaning solvent contamination and
wetland resource management; professional licensure matters and telecommunications
matters before the Florida Public Service Commission.
He received his undergraduate degree and law degree from Florida State University.
Prior to joining the firm, Mr. Early worked for more than ten years as an assistant
general counsel for the State of Florida Department of Environmental Regulation.
During that time, he worked as a district attorney for the Northwest and Southeast
Districts and as the program attorney for the air, storage tanks and hazardous waste
programs.
He is a member of The Florida Bar and the Environmental Land Use and Administrative
Law Sections of the Bar. He is also a member of the American Bar Association and
the Section on Natural Resources, Energy and Environmental of the ABA. He is a frequent
speaker and author on storage tank and hazardous waste topics, administrative law,
and wetland permitting.
