Norman H. "Doc" Horton received his Bachelor''s degree in Political Science from Florida State University in 1968 and his Juris Doctor from Florida State University College of Law in 1971. Mr. Horton began his practice of law with a private corporation organizing and publishing codes for counties and municipalities. He drafted and reviewed ordinances and consulted with city and county officials regarding the implementation and enforcement of such ordinances. From 1973 to 1982, Mr. Horton was a staff attorney with the Florida Public Service Commission responsible for reviewing applications, preparing recommendations to the Commission and representing the staff and the Commission in administrative and legal proceedings. He provided legal analysis and recommendations to the Commissioners on transportation, electric, gas and telecommunications utility matters.

He served as the Supervisor of the Legal Department Communications Section and directed the staff presentations and participation in utility applications and rate cases. Mr. Horton also represented the Commission in rule proceedings, administrative hearings and in more than two dozen cases before the Florida Supreme Court. He also served as a legislative representative for the Commission for two years and was responsible for drafting legislation and appearing before legislative committees on behalf of the Public Service Commission. He entered private practice in 1982 and concentrated on the representation of public utilities, including telephone companies, natural gas companies and water companies. He was responsible for organizing and presenting cases before the PSC and other agencies as well as representing clients on appellate matters. He also served as counsel to several companies on corporate and legislative issues.

Mr. Horton''s areas of practice include utilities law, administrative and governmental law and appellate work. He is a member of the Florida Bar, the Administrative Law Section of the Florida Bar and is former chairman of the Public Utilities Law Committee. He is admitted to practice before the United States Supreme Court, the Court of Appeals for the 11th Circuit, and the United States District Court for the Middle and Northern Districts of Florida.

Mr. Horton belongs to several civic organizations and is an active adult Boy Scout leader. He retired as a Colonel in the United States Army Reserve after 29 years of service.
